FSA Debit Cards From A – Z

A) You will receive your cards in the mail in a generic envelop the first time that you elect the card through your Employer. If you already have a card in your possession, you will not receive a new card until the month prior to the expiration date on the card.

B) Your cards will come with pre-printed material from the Debit Card provider, Metavante. It is their standard communication and does not cover all plan procedures. Please refer to the Taxsaver Plan website for specific questions.

C) You do not need to activate your cards. You should not access the Metavante website. All account information is available at the Taxsaver Plan website, www.taxsaverplan.com or you can call our Customer Service Associates at 214-559-0472 or 800-328-4337.

D) Taxsaver Plan will load our system with the co-pays under your Employer's health plan(s) at the start of the plan year. A co-pay is an exact dollar amount for a service as defined under your Employer's health plan.

E) The card will be accepted at certain providers based on the medical merchant category code that the provider has been assigned by Mastercard. These merchant codes are 4 digit codes and the co-pays are loaded into each merchant code based on the service that provider provides. For example, a physician is assigned 2 types of merchant codes and if your co-pay under your Employer's health plan is $25.00, we will load $25.00 into both of those merchant codes.

F) When you use your card to pay your provider, the card will only be accepted if the merchant category code is eligible under the IRS regulations. If the code is not an accepted code, the card will be denied at the point of sale.

G) When the transaction is reported, the system will match the merchant category code to any co-pay data loaded into the system. If the merchant code and co-pay can match up, the transaction will be approved and there will be no request for receipt to substantiate the expense under IRS guidelines. Or, if the amount is up to 5 times the standard co-pay amount, there will not be a receipt request initiated.

H) If the amount of the swipe cannot match up to a co-pay, or multiple of a co-pay, in the system, a receipt notification will be generated. This receipt notification will be sent to you via email.

I) If you purchase your prescriptions and/or over the counter items at certain merchants, you will not be asked to submit a receipt due to a special system installed at the store called IIAS. For a complete listing of participating stores, please visit the Taxsaver Plan website at www.taxsaverplan.com.

J) The initial receipt notification will be sent within days of the swipe taking place. The receipt notification will reference the provider and the amount of the transaction so that you know which receipt is needed.

K) A receipt is not a copy of the debit card receipt. A receipt is an itemized statement from the provider that includes the date of the service, the type of service or the name of the prescriptions (or a statement that shows an Rx co-pay) or the name of the over the counter items purchased.

L) If your receipt is not submitted within 20 days of the initial receipt notification, a second notification will be sent to you requesting this information again.

M) If you submit your receipt and it is not complete or there are expenses that are not eligible under the plan, you will receive a notice of request for more information or instructions on how to re-pay the plan for the expenses that are ineligible.

N) At the end of a 35 day period from the initial receipt notification, the system will look to see if the transaction has been approved. If the transaction has not been approved, the card will be temporarily deactivated and a notice will be sent to you explaining the steps to take to have your card reactivated.

O) If you submit a non-debit card receipt for reimbursement after the 35 day period, the system will withhold your reimbursement until your debit card transaction receipt is processed.

P) Transactions can be viewed on the Taxsaver Plan website. They will read completed, pending or partial, depending on their status.

Q) An approved transaction requires no activity on the participant's behalf.

R) A pending transaction requires a receipt be submitted to substantiate the transaction.

S) A partial transaction is when you have submitted the receipt, but part of the receipt is not considered an eligible receipt as defined by the IRS and Taxsaver Plan is in need of additional information or the expense is not an eligible expense under the plan and a check is needed to pay back the plan.

T) The purpose of the debit card is to offer you immediate access to your FSA dollars. The IRS does not intend for these cards to allow participants to have access to their funds without receipt substantiation. A receipt notification does not mean that your card has been denied. The payment has been made to the provider.

U) If you feel that a transaction has been processed incorrectly by the system, please contact our office to discuss. Our Customer Service Associates are happy to look into the transaction.

V) Please remember that no system is 100% effective. Mistakes can occur.

W) If you do not find that the debit card is a convenience, please submit your out of pocket expenses with a claim form and we will issue you a reimbursement on your Employer's reimbursement schedule.

X) If you would like to change the email address that we have on file for you, please update your email address on the Account Balance Info. Page. If your employer does not allow for this option, you will not be able to update the address online.

Y) Please remember that Taxsaver Plan will do their part in keeping the plan compliant, which is why we request receipt substantiation on certain transactions. If you Employer does not offer a traditional co-pay health plan or you do not participate in your Employer's health plan, please expect to be asked to submit receipts for each transaction but we will mark each transaction as recurring once the receipt is submitted, which should result in fewer receipt notifications in the future.
